Completed acquisition by NEC Software Solutions UK Limited of SSS Public Safety Limited and Secure Solutions USA LLC (previously part of Capita plc).

Publication of provisional findings

The CMA has provisionally found competition concerns as part of its in-depth investigation of the completed acquisition by NEC Software Solutions UK Limited (NECSWS) of SSS Public Safety Limited and Secure Solutions USA LLC (previously part of Capita plc).

The CMA has provisionally found a substantial lessening of competition (SLC) in two markets: (i) the supply of Integrated Communication and Control Services software to emergency services and transport customers in the UK, and; (ii) the supply of Duties Management Systems software to police customers in the UK. The CMA has provisionally cleared the supply of Records Management Software to police customers in the UK.

The provisional findings are being published at this time in order that the CMA can meet the statutory deadline for completing this case. The CMA welcomes responses from interested parties to its provisional findings by 7 October 2022. The CMA also welcomes responses to its notice of possible remedies, which sets out potential options for addressing its provisional concerns, by 30 September 2022. These will be considered ahead of the CMA issuing its final report, which is due by 26 October 2022.
