On 23 July 2025, Ofgem announced an investigation into Smart DCC Ltd (DCC). The investigation will assess whether DCC breached Standard Licence Conditions 11.6-11.9, regarding undue self-preference, and 16.4-16.6, concerning competitive procurement from external service providers. Ofgem explicitly stated that the opening of this investigation does not imply any findings about possible non-compliance by DCC.

Investigation into Smart DCC Ltd and its compliance with Standard Licence Conditions 11.6-11.9 and 16.4-16.6 of the Smart Meter Communication Licence
Ofgem is investigating whether Smart DCC Ltd (DCC) breached licence conditions 11.6-11.9 and 16.4-16.6.
Standard Licence Conditions 11.6-11.9 require that the Licensee (DCC), when undertaking any activity, must not unduly prefer itself or any affiliate. Additionally, Standard Licence Conditions 16.4-16.6 require that the Licensee (DCC) must procure relevant service capability from external service providers on a competitive basis.
The opening of this investigation does not imply that we have made any findings about possible non-compliance by DCC.
